This meeting will be videotaped in order to protect the truth as to what happens. This video will be placed upon the Internet as soon as we can work out the technical details.



  1. Introduction – Facilitator, 5 minutes. Call to order, roll call for quorum.

  2. Rule and Procedure: Video recording of meetings shall be permitted. Presenter: John Wenger. Time = 5 minutes. Recent meeting have been disrupted by some council members who abuse the Green process, and interrupt others while speaking. We need a method of documenting this mis-behavior for the record, and for communicating to others not present at the meetings. The recall hearings in March 2007 were mis-characterized by certain people who attended, and a video record would allow us to show the truth to the world, and to put the lie to false reports.

  3. Rule and Procedure: Web-streaming of meetings shall be permitted. Presenter: John Wenger. Time = 5 minutes. This would enable the council to show its meetings to the Internet world.

  4. Rule and Procedure: Quorum, once established, remains for the scheduled duration of the meeting. Presenter: John Wenger. Time: five minutes. A similar rule is used by the State Coordinating Committee to prevent walk-outs attempting to break quorum. Genevieve Marcus, Jack Lindblad, and Lisa Hsu have all repeatedly attempted to break quorum by leaving meetings early, and this rule would stop this from happening. So, for example, if the meeting quorum were ten, and three of the ten were Genevieve, Jack, and Lisa, and the meeting ran for a while, and then those three members walked out, thereby leaving only seven members left, then the meeting quorum would continue to be satisfied until the meeting ended.

  5. Rule and Procedure: Meetings last their scheduled duration, even if they start up to one hour late. Presenter: John Wenger. Time: five minutes. LA County is huge, and traffic problems the rule, so people often arrive late enough to prevent meetings from starting on time. This rule would enable meetings to be extended up to one hour beyond their scheduled ending times in order to give the council a full three-hour meeting as scheduled.

  6. Set Next Meeting Time and Place. Facilitator, 5 minutes.

  7. Agenda Approval and/or Amendment. Facilitator, 10 minutes.

  8. Minutes Review and Approval. Donna Warren, 5 minutes.

  9. Treasurer's Report, Donna Warren, 2 minutes.

  10. Introduction to the Recall Hearings. John Wenger, 3 minutes.

  11. Mike Feinstein Recall Hearing, Special Facilitator, 30 minutes. The hearings will follow the procedure used by Alameda County to recall one of their regional representatives. There will be five minutes to discuss the reasons for recall, and then five minutes for the recallee to present arguments as to why they should not be recalled, followed by two three minute rebuttal periods by each side, followed by a round-robin discussion of up to one minute for each council member in attendance. The same procedure will be used for all three recall hearings.

  12. Zack Beatty Recall Hearing, Special Facilitator, 30 minutes.

  13. Tracy Larkins Recall Hearing, Special Facilitator, 30 minutes.

  14. Committee Organization. Presenter =Ceil Sorensen. Time = 20 minutes. Decision Item to first discuss the structure of, and then to establish standing committees.

  15. Reports by Regional Reps of the last Coordinating Committee Teleconferences. Jim Odling, Will Yeager, & John Wenger. 5 minutes.

  16. Discussion Item: Discuss what do about Genevieve Marcus and Mike Feinstein taking over our official website. Shall we pass a resolution asking her to request that GPCA IT resturn our URL to the council majority? Any other ideas? Her website is the council's old and normal URL. http://cagreens.org/lacounty/ Paul Franklin of the GPCA IT team gave the majority of our council the non-standard URL where all of our links point back to Genevieve's website. This means that all of our contact information is that of the old council. Presenter: John Wenger. Time = 10 minutes.

  17. Discussion Item: Suggestions for amending the Bylaws-Amendment-Process. Patrick McBride, 9 minutes.


The following items will also be done if there is sufficient time.

  1. Discussion of the Next General Assembly. Sorensen, Yeager, Odling, Wenger, 10 minutes.

  2. Discussion Item: Discuss the Council Calendar for the remainder of the Council Term. Ceil Sorensen, 15 minutes. All council members are asked to bring their top issues to this discussion.

  3. Discussion Item: Update on Daniel Brezenoff's Campaign for the 37th Congressional District. Will Yeager. 10 minutes.

  4. Discussion Item: Database Problems with the County Registrar of Voters, Will Yeager, 10 minutes.
