Proposal (Everette, Feinstein, Laidman, Shantz): To approve the list of active counties appearing at this link http://www.cagreens.org/ga/2013-06/delegates, represented by the counties in bold; and the number of delegates per county, based upon the February 2013 Green voter registration totals from the Secretary of State's office (http://www.sos.ca.gov/elections/ror/ror-pages/ror-odd-year-2013/county.pdf) and the formula in GPCA Bylaws Section 7-1 (http://www.cagreens.org/bylaws/2013-03-23#Section_7-1_Delegates).

8) Decision: Amendment to personnel policy

Proposal (Everette): To add the following wording in addition to the wording of 5-1 “If no hiring has been made procedure has been followed in the past, and a position is not currently filled, the Committee or Working Group can post such a position in anticipation of approval of funding in future budgets, with a statement in the posting that the position is contingent on budgetary funding.”

Amendment (Feinstein, accepted by Everette): To amend the language as follows: "We allow the Media, GROW  and Finance Committees to advertise their positions based upon the already approved of job descritions, pending approval of accurate funds in the FY2013-2014 budget. and direct the Personnel Committee to bring back language to amend the Personel Policy to effectuate that change."

9) Decision: Approve GPCA Strategic Plan for inclusion in agenda of Napa General Assembly  (Feinstein) (10 minutes)

Proposal (Feinstein): Approve the following language (including amendment by Daniel of cut-and-paste mistake repeating mention of Napa)
 
"The FY2012-2014 GPCA Strategic Plan shall include the following topics: regular General Assemblies, Standing General Assemblies and Gatherings, increasing party voter registration; planning for 2014 elections and candidate development, including the statewide slate/statewide constitutional offices; how the existence of Proposition 14 (or if it is overturned) will affect planning for 2014; how the GPCA would conduct its county council elections in 2014 if they are not conducted by the state of California; increasing membership and activity of party committees and working groups; future items before the Standing General Assembly."
