I call for a friendly amendment.
The bylaws proposition should be that GPCA have equality in two gender classifications, female and free-for-all.
Under the substantive change proposed by the CC, it would be misleading for GPCA to continue to call the second sex "male," where gender is completely irrelevant.
I see that much of the discussion here is simply mistaken in trying to understand gender issues, except as they might define eligibility for the female list. BTW, has "female" been defined?

AMENDMENT REQUEST:
Let this bylaw be a temporary change - 4 years? - and the bylaws revert to the current status, allowing a fresh debate and decision, based on our experience.
It is possible that his proposal might be a mistake. It is radical and unprecedented. We don't know how it will work, nor how it might be corrected. If it is adopted, it should be in a way that the decision can be changed.
Changing the proposal, once adopted, will be very difficult. Once there is a vested interest in disenfranchising men, it may take 10,000 years of struggle by an oppressed gender to change it.

I didn't suggest voting every time there is a vacancy, but when there are 3.
I'm putting it out as a friendly amendment.
I think Nassim made the argument for me that we should not wait until there are five vacancies because that likely will not happen within a year's time and then we would just have the regular scheduled election. Well if that's the case then you might as well say until there are eight vacancies or 12. What I'm suggesting is that if there are three vacancies it would make sense to have an election since so many, at least of the national delegates (and of course I realize that the gpca is dif from ca delegation) I hear from are insistent upon having people allowed to work on committees who want to work.

Laura Wells made a *proposal* for a CC subcommittee to be formed to draft a revised statement.
Laura, Nassim, Sadie, Shannel and Josh volunteered to be on the subcommittee.
The proposal is for the CC subcommittee to send their new version of the statement to the CC by March 11th. After being posted to the CC email list for 4 days, if no CC member has concerns about the new version by March 15th the subcommittee is empowered to send the new statement to Jared Laiti to submit to the SOS Office. If any CC members have outstanding concerns, and are unwilling to stand aside, then the new version of the statement would need to go to a CC vote to achieve approval using a “48 Hour Online Vote”.
Timeline: The new statement should be sent to Jared by March 18 so Jared can submit it to the SOS before the March 20th deadline. March 16-17 is blocked out in case a “48 Hour Online Vote” is needed. Therefore, the deadline for CC members’ to not have any outstanding concerns is by March 15th, after having about 4 days (March 11-15) to consider the proposed new statement and get concerns resolved.

I want to bring to your attention a new campaign just launched by the California Alliance for Community Energy:
Roll Back the CPUC Attack on Our Communities.
The attack by the California Public Utilities Commission (CPUC), is the agency's protection and bailout of the state's monopoly utilities (PG&E in particular) against the best interests of our communities. These utilities have opposed measures to stem climate change, have failed to make public safety a priority, and have over-charged California ratepayers for years.
The Roll Back the Attack Campaign calls on the CPUC to suspend recent dramatic fee hikes, and for Governor Newsom to appoint CPUC Commissioners who prioritize community interests.
We hope Green Party CA is aligned with the Campaign's effort to put pressure on state legislators to oppose the CPUC's attack on all electricity ratepayers--and on Community Choice energy programs, in particular.
I'm asking that Green Party CA support this campaign by signing on to a petition to the California legislature and by asking your members to write letters (through an automated process) to their respective legislators through our online campaign site.

James offered to review the GPCA energy platform plank and draft comments relevant to current events for a proposal for a public statement and he will also draft suggestions for changes to the platform. During the call at 8:44pm, Nassim posted to CC listserve the GPCA energy platform plank.
June suggested that when the draft proposal for a public statement is ready it should be sent to the Media Committee and suggested changes for the platform should be sent to the Platform Committee.

Mica has some ideas on volunteers, all members to look into recruiting candidates who enjoy creating content.

C. Bylaws Amendment: GPCA Liaison to the Secretary of State (Appendix iii). The Committee is reviewing the proposal and should have comments, if any, shortly.
D. Clearinghouse Committee (Bylaws Section 9-6) recommendations on changes to committee duties and authority (Appendix iv). The Bylaws Committee reviewed the proposal and has no comments or concerns with the format, etc.
E. Additional Bylaws Committee discussions regarding the following items are ongoing: (1) Changing the Campaigns and Candidates Working Group to a committee; (2) Removing the mandate for Working Group co-co’s to update their webpages with members names; (3) Removing the Working Group membership requirements; (4) Changing membership requirements for committees such that an applicant’s first contact would be with the committee, not the CC, (people should first volunteer for a Committee or WG for 3 months then submit their application to the CC); (5) Re-evaluate the role of the Media Committee in the selection of the Party Spokespersons; and (6) Re-evaluate provisions regarding County Councils, should language be changed to refer to four years terms, elected in presidential primaries.

PURPOSE: To reserve all rights of the designation “Green Party of California “ to the organization in the form of the State Party’s Coordinating Committee and to be used or conferred only under its’ By Laws.
PROPOSED: Change is Bolded.
Article 1. Name
The name of this organization is the Green Party of California (GPCA).
Section 4-2 Coordinating Committee
The Coordinating Committee shall authorize and carry out decisions of the General Assembly and make executive decisions, but not set policy between General Assembly meetings, and shall be generally responsible for coordinating General Assemblies and other statewide meetings, internal communications and other Party administrative tasks as defined in these Bylaws.
The Coordinating Committee shall retain all authority for its duties and responsibilities under these bylaws. The Coordinating Committee may choose to delegate authority, including authorizing agents for specific tasks. However, use of the name "Green Party of California” shall remain the province of the Green Part of California through its Coordinating Committee. The use of the term “Green Party” may not be delegated except to verified County Councils, and may not be used in the name of Active Green Locals or any other organization.

June 2018 Coordinating Committee Minutes:
(07) Decision: Current call for candidates and Delegation elections (10 mins)
Sponsor: Tarik Kanaana
Background and Purpose: The call for GPCA GPUS Delegate and Alternate Delegate candidate’s in March 2018 deviated from previous delegation election announcements insofar as it explicitly advised applicants that they could apply for a Delegate position, an Alternate Delegate position or both. Other delegate election announcements have specifically advised applicants that they can only apply for one or the other, but not both. This deviation from previous practice has raised questions about the election and how it is tallied that deserve clarification by the CC.
Proposal: The Coordinating Committee shall affirm the following process for tallying the upcoming GPCA GPUS Delegate and Alternate Delegate Election Votes in order to assure the election of as many delegates and alternate delegates as possible under during this upcoming election. To that end, the regular Delegate Election (as distinguished from the Alternate Delegate Election) will have its votes tallied first and the winners of that election identified. If any of the winners of the (regular) Delegate Election also submitted applications to be considered in the Alternate Delegate Election, those individuals — and any votes cast for those individuals — shall be disregarded in the tallying of the Alternate Delegate Election, which will occur after the (regular) Delegate Election winners have been identified. Thus, the top vote getters of the Alternate Delegate Election will be limited to those applicants who are not elected as regular Delegates.
Implementation/Timeline/Resources: The SGA Vote Administrators shall be advised of this decision and shall ensure that this process is implemented. The SGA Vote Administrators are also requested to provide this information in full or in a summarized form to the SGA as well as the candidates that have submitted applications for either position.

Background: Although the position of GPCA Liaison to the Secretary of State is in GPCA Bylaws - as well as in the California State Elections Code (https://leginfo.legislature.ca.gov/faces/billNavClient.xhtml?bill_id=201...) - there is not Article in the GPCA Bylaws specifying the duties and responsibilities of the position of Liaison.
This proposal would address this by doing three things:
(1) Adding into the GPCA Bylaws all duties and responsibilities of the Liaison as specified by the California Elections Code, so that it is clear within GPCA Bylaws what those duties and responsibilities (14-1.1 to 14-1.8);
(2) Adding into the GPCA Bylaws responsibility for the Liaison to communicate with the Coordinating Committee and the county parties in order to ensure that endorsed candidacies by the GPCA and county Green Parties are reported to county registrar of voters as specified by the California Elections Code (14-1.9 to 14-1.10)
(3) Adding into the GPCA Bylaws responsibility for the Liaison to communicate with the Coordinating Committee any correspondence from the Secretary of State requiring action by the GPCA or its county Green Parties.
The intent of the GPLAC is for this Bylaws Amendment to be considered at the next Standing General Assembly.
Proposal: That the following be added to GPCA Bylaws
Article XIV: Liaison to the Secretary of State
14-1 Duties and Authority
14-1.1 The Liaison to the Secretary of State shall respond to all correspondence from the California Secretary of State, as specified by the Green Party section of the California Elections Code, regarding submission ot names by the GPCA for consideration by the Secretary of State in the determination of candidates to be placed on the Green Party presidential preference primary ballot, as specified by the Green Party section of the Califonria Elections Code.
14-1.2 The Liaison to the Secretary of State shall forward to the Coordinating Committee, a copy of the list and and any subsequent additions to the list of candidates placed on the Green Party presidential preference primary ballot by the Secretary of State.
14-1.3 The Liaison to the Secretary of State shall certify to the Secretary of State as specified by the Green Party section of the California Elections Code, the name of each elector nominated, and the elector's residence address, of the electors nominated by the GPCA for President and Vice President.
14-1.4 The Liaison to the Secretary of State shall communcate to the Secretary of State as specified by the Green Party section of the California Elections Code, changes in the number of members of any County Council, and shall do so no later than 175 days before the next presidential primary election, as specified by the Green Party section of the California Elections Code
14-1.5 The Liaison to the Secretary of State shall forward to the Coordinating Committee, the certificate from the Secretary of State as specified by the Green Party section of the California Elections Code, of the number of members of a county council to be elected in each county; and to each county Green Party, the certificate from the Secretary of State of the number of members to be elected for that County Council in that county
14-1.6 The Liaison to the Secretary of State shall forward to the Coordinating Committee, the certificate from the Secretary of State as specified by the Green Party section of the California Elections Code, stating the final total of votes cast for each candidate for member of county council, including the name, address, and ballot designation of each such candidate, and a specification as to which candidates were declared elected, upon completion of the official canvass.
14-1.7 The Liaison to the Secretary of State shall forward to the Coordinating Committee, the certificate from the Secretary of State as specified by the Green Party section of the California Elections Code, stating who are the elected members of all county councils.
14-1.8 The Liaison to the Secretary of State shall forward to the Coordinating Committee, as specified by the California Elections Code, any correspondence from the Secretary of State regarding length and submission deadlines for Political Party Statements of Purpose, and shall submit to the California Secretary of State, such Statements of Purpose as authorized by the Coordinating Commitee by the deadline required by the Secretary of State.
14-1.9 The Liaison to the Secretary of State shall forward to the Coordinating Committee, any correspondence from the Secretary of State regarding submission deadlines to report GPCA endorsements of statewide candidates; and shall submit to the California Secretary of State, such GPCA endorsements to the Secretary of State, as communicated by the Coordinating Commitee and/or as recorded in decisions of the Standing General Assembly.
14-1.10 The Liaison to the Secretary of State shall forward to the Coordinating Committee, any correspondence from the Secretary of State regarding submission deadlines to report county Green Party endorsements of non-statewide candidates for state and federal office, and shall forward to each individual county Green Party, said correspondence from the Secretary of State and/or any County Registrar of Voters regarding reporting endorsements from that individual county Green Party; and shall submit to the California Secretary of State, such county Green Party endorsements to the Secretary of State, with a copy to the Coordinating Committee, as communicated by the county Green Parties as recorded in the approved minutes of that county Green Party.
14-1.11 The Liaison to the Secretary of State shall forward to the Coordinating Committee, any correspondence from the Secretary of State requiring action by the GPCA or its county Green Parties, not otherwise contained herein; and shall respond to the Secretary of State accordingly, including at the direction of the Coordinating Committee.

Bylaws “Section 9-6. Clearinghouse Communications Committee
9-6.1 Duties and Authority
The Clearinghouse Communications Committee is charged with maintaining an archive of all GPCA documents and data. The Clearinghouse Committee is also charged with) facilitating internal and external communications, information dissemination, responding to external inquiries, messaging and content creation for publications and GPCA website, including to:
9-6.1(a) Reply Return and/or redirect to appropriate sources within the Party, all external communications received by phone, email, and postal mail;
9-6.1(b) Create messaging and content for publications and the GPCA website
9-6.1(c) Oversee that information relating to this work on the GPCA website is accurate and up to date.
9-6.1(c) Disseminate information using periodic and regular communications through email blasts to internal and external lists.
9-6.1(d) Be responsible for merchandising and collateral, including budgeting, ordering, storage and shipping
9-6.1(e) Prepare an annual Work Plan and submit it along with any budget requests.
9.6.2 Membership
Communication Clearinghouse Committee shall consist of eight voting members, appointed by the Coordinating Committee to serve staggered two-year terms, including a Coordinating Committee Liaison, who shall serve as one of two Clearinghouse Communication Committee co-coordinators. The other Clearinghouse Committee co-coordinator shall be elected by the Clearinghouse Communication itself. Eligible appointees to the Clearinghouse Communication Committee must have volunteered with the Communication Committee for at least three months, attended at least one in-person General Assembly within the last five or be a Standing (SGA) Delegate, demonstrate a working knowledge of the Bylaws and Rules and Procedures and apply to the Coordinating Committee for appointment.
